Very nice tutorial! I'm always on the lookout for stuff like this. When I'm out and about, I'm always looking at stuff and thinking: "That would make a great______." What you've done here is very innovative and simple to do. Great work!
As for the ID for buying Sharpies... I think it depends on the state you live in, or even which store you buy them in. I know that I have to show ID to buy Plasti-Dip at Lowes, but they never ask when I get it at NAPA. I don't know if its because of store policy or if the guys at NAPA think I look my age . I guess because some brain-damaged folks out there use these things to get high, we all have to pay the price to some degree.

Part 2 - The Buckle
Okay, mainly what you're going to be doing here is using the wall base rubber strips, cutting them into designs, and glueing down in layers. I forgot to mention that this stuff is very useful, as it can be used to make rubber boot spats, glove shield armor, batarangs, and chest emblems(instead of resin). The key here is layering.
These are the parts of the links that I did not use (b/c I used hot wheels track). Just attach the right layer on top of the left, and spray paint.
For the buckle, I just printed out an image on my computer four times, then cut out the different layer segments. Just put this guide into word, and size it up correctly.
The buckle should be taller than the link segments, but shorter than the capsules (and should at least cover the buckle clip!)
I'm sorry I didn't cut this out step by step in rubber, but I don't have the time.
The buckle consists of four layers. For the first layer, you must use the BACK side of the rubber, because the back has pre-molded ridges in it. Just make sure they are vertical. After that, use the front. You can cut the rubber with scissors, then refine the shapes with the X-Acto.
To create the slit down the middle, cut a little spacing slit in the first layer and border of the second layer as shown, so that the following layers will hide the area that does not have a slit. This is just to keep the bottom layer as one piece, opposed to splitting it in two, which could be done if you wanted an extremely accurate belt.
You will notice that I did not include those little pill-shaped segments, because they are frustrating, and will go unnoticed anyway.Glue the layers together and spray paint or Plasti-dip yellow.
In this final image, pay attention to the black strap holding togther the grey nylon. This is an elastic strap from a knee pad. I did this so that the belt can adjust in size, instead of being one exact length. Good luck with the belt! I can post a spat tutorial if anyone wants it, but it is extremely easy.
