My guess would be something to hold the sleeves of his wetsuit in place or fill any gaps between his gloves and is forearm

It wasn't a wet-suit in the 1989 movie it was material so to stop the material moving it was taped with duct tape (Gaffa tape - UK name) This would help the gloves slide on and off too.

Thanks for the comments! I was not sure because I only have this photo and my guess was either a costume function or a stunt function for the fighting, and I was not 100% sure if that is Keaton on the photo, or his stunt double.

I lightened it up a bit and the shiny bits are certainly tape. Appears to be taping padding of some sort onto the forearm on top of the undersuit. I think Ed is 100% right on filling the gap between the gloves and arm. But as to WHY is anyone's guess. Interesting its only on his left arm. Maybe he got injured there and it was just a precaution?

That is a burdock fastener (Brand is VELCRO). The Emblem has velcro on the back and was attached on top of the plate that is screwed in place to hold the cape and the cowl.
