I too tried the Grip paint from rustoleum that never dried. I did crack and try a newer brand of plastic fusion paint. So far so good. Its shiny, Bendable and it dries. It wont peel off unless you intentionally sit there and pick at it.
I painted a licensed Robins belt to look like a Drake version. The thing looks to be made of solid plastic. I painted it heavily so the sharp edges would be darker giving it a worn out look..Ill spray another light coat and post Pics.

After next week I will post pics of my belt. I am too busy right now to do it right. Safe to say so far the Krylon works great. I still like the original plasti-dip for most things though.

FYI:
I used real Plasti-Dip on the same belt and it never dried either. It bubbled and pitted and looked like crapi-dip.
I ended up peeling the Plasti-Dip off, which in turn pulled some of the original pain from the pouches.
I will be using the belt for my wife's batgirl, but I will paint it with plain old spray paint.
That belt isn't really latex, its more like a vinyl.

I've got that belt for my suit. I used the yellow spray plasti-dip for the opposite reasons (wanted yellow belt without black "aging"). Worked great, dried in about 10 minutes and didn't mess with the overall use of the belt.

Heres my Licensed Robin Belt I painted up to look like the Drake version. So far, the paint flexes and bends without cracking. And it looks like Plastic. Im going to solidify the Buckle...
