Will Plasti-dip or any kind of paint stick to cured resin?

short answer yes. you may need to scuff the surface lightly so the paint will have something to "bite" into.

The problem with Plasti-Dip on resin is that when it dries it shrinks so sometimes it will peel off. I would just use a basic automotive primer then some regular or automotive spray paint and go in with several light coats. Stay away from model paint, for some reason I've had it soften the cured resin and the entire piece befame gummy, don't know why. I would have thought that since it's made for styrene plastic it would be fine. This is of course only my experience, maybe I did something wrong.
