I was thinking that if the arrowheads would work then it may be a better idea to use a crossbow for silent operation and accuracy.
Also you could select the appropriate head for each situation, I doubt there is a single solution for the range of different materials and styles of building.
Thinking about my own house wich four storeys, cinder block with a course of facing brick topped off with a flat wooden roof covered with asphalt, to breach it I would need to fire vertically so that the arrowhead comes back down and pierces the wooden roof, I may then have the right angle to hold the load while I winch up to a window.
The tines? splines? sticky out bits of a grapnel would have to be radio controlled to extend after impact and would have to extend at least 2 feet to gain purchase behind a cinder block wall then there is still the problem of the angle of entry.

If those rocket rounds spin while lifting the cable you will:
a. Twist the wire putting even more tension on it even causing it to snap
b. when you winch up you will be sent into a spin as the twist unwinds.
That will be a problem with any winch system but in this case it could be magnified and fatal.
I had another off the wall idea for lifting the hook but I have not checked out if it is possible or not.
How about a remote control helicopter or similar?
I reckon it would work for delivering the hook accurately to a rooftop or dropping over a convenient anchor point but obiously wont be able to get close enough to a window sill or ledge.

Secondly, you might have the most workable answer of all, Man - and all for $129!!:

Only 8 oz, 16" long, and stowable in cape pouches. Think of maneuvering only the grapnel line with perfect control, and then looping multiple times to snag and tie just right around any structure! No problem with reel drag on the line that could potentially distort direction and accuracy - not to mention potentially dragging down shooting distance. Workable for remote un-looping and recovery, too. GREAT thinking out of the box, Bro!!

clevelandfx seems to be thwarting the plan every step of the way. Say, do you happen to be a supervillain by any chance? You could be Reality Check, crushing everyone's hopes and dreams, turning them into hopeless drones who work for you.
Now aside from piercing, looping, and hooking, what about some kind of super adhesive? Too farfetched? I don't know, there might be something out there...

Appreciate your passion and dedication to finding a workable solution on this technical challenge, BIT. It's part of our BOTB spirit, especially with functioneering.
Over more than a couple years, we've also found CFX to be highly dedicated, proving it by his designing, machining and paying for numerous original devices. And like many of us, he's had to live with failures that don't work the first time out or more. It's the way of challenges with a functioneer's taking on cutting-edge rather than duplication projects. I've always respected his truth, knowledge, skill, dedication, and caring and responsible input; and he's also indicated willingness to help with part of what we're talking about on this thread.
So not to worry. Things are progressing, even on the grapnel launcher, with more new ideas both on and off board. I'll have more to say on the other thread.
