Ok it's actually pretty easy, I was just trying to find a product that you would use outside of Canada. I have a product that worrks great for me but it's made specifice for the Canadian market.
This is for urethane automotive parts but should be exactly the same for any urethane part.
Clean with thinner to remove any old paint or if it's new relaese agents.
Clean again with a good degreasing soap like laundry deturgent.
Scuff with a grey scuff pad, I usually use it water with a small amount of dish soap.
Wash it off and dry.
Spray with a Flex adhesion promotor. This is supposed to be a very good product that can buy in aerosol form.
Give it a few coats and paint.
